គណបក្សប្រជាជនកម្ពុជា(CPP) ឯកភាពយកប្រធានបទកែទម្រង់ស្ថាប័នរៀបចំការបោះឆ្នោត គឺគណៈកម្មាធិការជាតិរៀបចំការបោះ ឆ្នោត(គជប) បញ្ចូលទៅក្នុងក្របខណ្ឌកំណែទម្រង់ការបោះឆ្នោត សម្រាប់ការពិភាក្សានៅថ្ងៃទី១៧ ខែមីនាខាងមុខ។

នេះជាការឆ្លើយតបទៅនឹងលិខិតរបស់គណបក្សសង្គ្រោះជាតិ កាលពីថ្ងៃព្រហស្បតិ៍ តែគណបក្សប្រជាជនកម្ពុជា មិនបានឆ្លើយតបទៅនឹងសំណួររបស់គណបក្សសង្គ្រោះជាតិ ដែលស្នើឲ្យមានការពន្យល់ពីហេតុផលដែលគណបក្ស មិនចង់ឲ្យគជប ជាស្ថាប័នរដ្ឋធម្មនុញ្ញ ដោយការបោះឆ្នោតក្នុងសភាសំឡេង២ភាគ៣។

លិខិតរបស់គណបក្សប្រជាជនកម្ពុជា ចុះផ្សាយនៅថ្ងៃទី១៣ខែមីនា ឲ្យដឹងថា ក្របខណ្ឌកំណែទម្រង់ការបោះឆ្នោតខាងមុខ រួមមានការរៀបចំការចុះឈ្មោះអ្នកបោះឆ្នោត និងបញ្ជីឈ្មោះអ្នកបោះឆ្នោត ដើម្បីធានា និងការពារសិទ្ធិរបស់ប្រជាពលរដ្ឋគ្រប់រូប ការបង្កើតច្បាប់ស្តីពីហិរញ្ញវត្ថុសម្រាប់គណបក្សនយោបាយ។ លិខិតបន្តថា ប្រធានបទកំណែទម្រង់ស្ថាប័នរៀបចំការបោះឆ្នោត និងអព្យា ក្រឹតភាព និងសុចរិតភាពនៃសង្គមស៊ីវិលក្នុងការបោះឆ្នោត គណៈកម្មការចម្រុះ បាននឹងកំពុងពិភាក្សា មិនទាន់បានសម្រេចបញ្ចូលទៅក្នុងក្របខណ្ឌកំណែទម្រង់នៃការបោះឆ្នោតនៅឡើយ។

ភ្នំពេញ — បន្ទាប់ពីការព្រមានរបស់លោក សម រង្ស៊ី ប្រធានគណបក្សសង្គ្រោះជាតិថាអាចនឹងបញ្ឈប់ការចរចាជាមួយនឹងគណបក្សប្រជាជនកម្ពុជាបើមិនព្រមតាមលក្ខខណ្ឌរបស់ខ្លួនក្នុងការកែទម្រង់គណៈកម្មាធិការជាតិរៀបចំការបោះឆ្នោតនោះមកគណបក្សប្រឆាំងដ៏ធំមួយនេះបានផ្ញើលិខិតមួយជាផ្លូវការជូនលោក ប៊ិន ឈិន ប្រធានក្រុមចរចាខាងគណបក្សកាន់អំណាចឱ្យទទួលយកលក្ខខណ្ឌរបស់ខ្លួន។

លោក សុន ឆ័យ ប្រធានក្រុមចរចាខាងគណបក្សសង្គ្រោះជាតិមានប្រសាសន៍ថាគណបក្សសង្គ្រោះជាតិនៅតែទទូចឱ្យស្ថាប័នរៀបចំការបោះឆ្នោតទៅក្នុងរដ្ឋធម្មនុញ្ញដើម្បីធានាឱ្យស្ថាប័ននេះឯករាជ្យនិងការអនុម័តដោយសំឡេង២ភាគ៣។

លោកបានបញ្ជាក់ថាប្រសិនបើគណបក្សប្រជាជនកម្ពុជា មិនទទួលយកសំណើនេះទេគណបក្សសង្គ្រោះជាតិនឹងបិទផ្លូវចរចាដោយសារតែគណបក្សកាន់អំណាចគ្មានឆន្ទៈក្នុងការដោះស្រាយបញ្ហាជាប់គាំងនយោបាយពិតប្រាកដ។

លោកនិយាយថា៖ «គណបក្សប្រជាជនអត់មានឆន្ទៈក្នុងការកែទម្រង់ពិតប្រាកដហាក់ដូចជាបន្តបង្កើនការប្រជុំនោះ គ្រាន់តែជាការឡប់ឡែពន្យារពេល។ ម្ល៉ោះហើយយើងមិនអាចបន្តលេងល្បែងបែបនេះតទៅទៀតទេ»។

Cambodia’s National Election Committee (NEC), which oversees the country’s polls, should be revamped with representatives picked by an independent panel in a transparent manner with the involvement of all stakeholders, a group of non-governmental organizations said in a report after investigating the latest disputed elections.

The Election Reform Alliance (ERA), consisting of eight nongovernmental organizations, said in the report that election reform must begin with the government-appointed NEC, which officially declared Prime Minister Hun Sen’s ruling Cambodian People’s Party (CPP) the victor in the July 28 polls despite opposition allegations of fraud and other irregularities.

“The National Election Committee should be dismantled and a new, independent, and constitutionally-mandated election commission should be created with the authority, comprehensive jurisdiction, and budget to operate effectively,” the report said.

“Commissioners of this new body must be selected in a transparent manner with the involvement of all stakeholders,” it said. “Local electoral officials must also be recruited publicly by a selection committee composed of NEC and political party representatives.”

The ERA said that in light of the disputed election, which the opposition Cambodia National Rescue Party (CNRP) maintains was stolen from it due to poll fraud, “mechanisms to resolve election conflicts and complaints must be reformed.”

It recommended the creation of a separate body, such as a special electoral prosecutor, special electoral court, inspector general or ombudsman, to investigate irregularities.

The CNRP had said that more than 1 million names had been removed from voter registries in July’s polls.

The ERA cited findings by the Committee for Free and Fair Elections in Cambodia (Comfrel)—which along with other groups such as ADHOC, Licadho and NICFEC released the report—putting the number of missing names at 1.25 million.

NICFEC and the National Democratic Institute (NDI), another contributor, said that nearly 20 percent of names on the voter registration were invalid, either because they had permanently moved to another location, were deceased, or were unknown to members of the community.

The ERA also revealed instances of duplicate names, over-registration in certain districts and the use of invalid ballots during the election.

Undue influence

Rights groups and the opposition have long held that the NEC heavily favors the ruling party, pointing out that the commission’s headquarters are even based inside the Ministry of the Interior’s compound.

Rainsy Warns of New Demonstrations if NEC Not Reformed

Opposition leader Sam Rainsy said Wednesday that the CNRP will renew mass demonstrations if the ruling CPP continues to reject a proposal to make the membership of the National Election Committee (NEC) more representative.

Speaking to supporters in Thbong Khmom province, which was recently created from an eastern portion of Kompong Cham province, Mr. Rainsy issued his protest warning after Monday’s second joint-party meeting on election reform stalled over the CPP’s rejection of the CNRP’s proposal that two-thirds of National Assembly lawmakers be required to agree on the appointment of new NEC members.

The NEC’s leadership is currently handpicked by Prime Minister Hun Sen’s CPP. The CPP has said it will not consider the opposition’s proposal, which would end its control over the composition of the election organizing body.

Mr. Rainsy also said that his party will not attend next Monday’s meeting with the CPP if the proposal to reform the NEC is not accepted.

“First, we stop negotiations,” Mr. Rainsy said in a video of the event that was posted to his Facebook page.

“They [the CPP] just wants to waste our time cheating foreigners—not Cambodians, as Cambodians know this well.”

“They make [foreigners] confused that we are getting along and are in the process of negotiations, [so they can ask] ‘please give us [aid] money,’” he said.

“So we stop negotiations and tell foreigners not to give money to these thieves. If they don’t agree to change the NEC, it means that they want to steal votes so there can be no talk. When they change the NEC, we will talk.”

Demonstrations will be the only alternative, Mr. Rainsy added.

“We will prepare another demonstration,” he said.

Legistation should be amended to prohibit elected officials from taking office if they hold dual citizenship, according to senior Cambodian People’s Party lawmaker Cheam Yeap.

Yeap on Monday said that the office of prime minister should be reserved exclusively for Cambodian nationals, but yesterday expanded the call to include all elected lawmakers.

“For the seat of the prime minister and for lawmakers, they should have only Cambodian citizenship in order to ensure their loyalty,” he said.

Yeap admitted that some CPP elected officials hold dual citizenship, but said he was unaware of the exact number.

“I am not sure how many CPP officials hold dual citizenship, but I know it is not many.”

The opposition Cambodia National Rescue Party yesterday hit back at Yeap’s comments, saying that a more pressing issue the CPP should look at was illegal immigration.

Yim Sovann, CNRP spokesman, said that the granting of economic land concessions to “foreigners” and the flow of immigrants from abroad should be a higher priority.

“I think the CPP should pay attention to illegal immigrants … and human rights abuses,” he said. “Foreigners come here to control the land, [the government gives] 99-year land concessions to the foreigners. This is the real issue.”

Sok Sam Oeun of the Cambodian Defenders Project pointed to the apparent hypocrisy of a senior CPP official making such a statement, when elected CPP representatives hold foreign passports. “If they pass this law, it’s against the unity of all Khmer people. What about the former prime minister exiled in another country? Do they commit a crime?” he asked.

“I think many CPP [officials hold dual citizenship]. Chheang Vun is also from abroad. He holds two nationalities. I think [Minister of Commerce] Sun Chantol [is] also from abroad.”
