The CEROC appreciates Kuoy Bunroeun who proposed the dual citizenship as well as 25 years of age be able to hold the position of Secretary and Deputy Secretary of the new NEC. According to Cambodian constitution (article 34 new) and the Universal Declaration on Human Rights, on article 25 of Civic Participation and Political Rights of the United Nations, all Cambodian citizens can exercise their rights to vote to influence the governmental decision-making and to safeguard their own rights. The CEROC is keen to write to the Japanese group who is wishing to help NEC reform in Cambodia by including Cambodians living abroad to exercise the rights to vote. The current NEC led by Tep Nitha, has been nonsensical during this voter registration. This same NEC has excluded Cambodians abroads since the second mandate of national election after the UNTAC. All voter registrations must be legally and inclusive to all Cambodian people.

Hopes that the ruling and opposition parties would finally reach full accord on a new National Election Committee draft law were dashed yesterday as talks foundered on the qualifications the secretary-general of the new institution must possess.
After a meeting that lasted more than two hours, Cambodian People’s Party working group chief Bin Chhin and his Cambodia National Rescue Party counterpart Kuoy Bunroeun said the parties had reached “90 per cent” agreement.
