ដឺសេរ៉ក់ជាពាក្យកាត់ភាសាអង់គ្លេសដែលមានន័យថា គណកម្មាធិការដេីម្បីសិទ្ធិបោះឆ្នោតរបស់ខ្មែរនៅក្រៅប្រទេស។

1. What is the CEROC?

The CEROC is an abbreviation of “The Committee for Election Rights of Overseas Cambodians”.

២. តេីដឺសេរ៉ក់មានគំរោងដេីម្បីសំរេចយុទ្ធនាការរបស់ខ្លួនយ៉ាងណា?

តាមរយះការចូលរួមពីប្រជាជនកម្ពុជានិងមិត្តអ្នកស្រឡាញ់លទ្ធិប្រជាធិបតេយ្យទាំងអស់ យេីងកំពុងតំរង់ទិសដេីម្បីសម្រេចគោលដៅរួមតែមួយគឺសិទ្ធិមូលដ្ឋានរបស់ប្រជាជនខ្មែរ ដែលកំពុងរស់នៅឯនាយសមុទ្របានចូលរួមបោះឆ្នោតនូវរាល់ការបោះឆ្នោតជាតិរបស់កម្ពុជា ដែលសិទ្វិនេះត្រូវបានធានាដោយរដ្ឋធម្មនុញ្ញកម្ពុជានិងសេចក្តីថ្លែងការណ៍ជាសាកលស្តីពីសិទ្ធិមនុស្សរបស់អង្គការសហប្រជាជាតិ។ យុទ្ធនាការចំបងរបស់យេីងគឺការប្រមូលញត្តិពីសំណាក់បងប្អូនទាំងអស់។

2. How does the CEROC plan to achieve its campaign?

Through participation from all Cambodians and democratic friends around the globe, we are aiming to achieve the common goal: the basic rights of all Cambodians overseas to vote in Cambodia elections which are guaranteed by the Cambodia constitution and the Universal Declaration of Human Rights of the United Nations. Our primary campaign is to collect petition from all Cambodians.

៣. ហេតុអ្វីបានជាខ្មែរដែលកំពុងរស់នៅក្រៅស្រុកត្រូវការសិទ្ធិដេីម្បីបោះឆ្នោត? តេីសិទ្ធិរបស់គេត្រូវបានដកហូតឬ?

សិទ្វិដេីម្បីបោះឆ្នោតត្រូវបានធានាដោយរដ្ឋធម្មនុញ្ញកម្ពុជានិងសេចក្តីថ្លែងការណ៍ជាសាកលស្តីពីសិទ្ធិមនុស្សរបស់អង្គការសហប្រជាជាតិ។ ក្រៅពីអារម្មណ៍ជាប់ជំពាក់មាតុភូមិកំណេីត ប្រជាជនខ្មែរក្រៅប្រទេសបានទំនុកបំរុងទាំងសតិបញ្ញានិងសំភារៈក្នុងដំណេីរការកសាងប្រទេសកម្ពុជា។ ក្នុងមួយឆ្នាំៗ ប្រជាជនខ្មែរនៅក្រៅស្រុកបានផ្ញេីរលុយចូលទៅក្នុងប្រទេសកម្ពុជាមិនតិចជាង៥០០លានដុល្លាដេីម្បីអភិវឌ្ឍន៍សេដ្ឋកិច្ច។ តែផ្ទុយពីការគាំទ្រទាំងផ្នែកផ្លូវចិត្ត សីលធម៌ និងហេរញ្ញវត្ថុ សិទ្ធិរបស់ខ្មែរនៅក្រៅស្រុកត្រូវបានគេដកហូតមិនអោយចូលរួមបោះឆ្នោតនូវរាល់ការបោះឆ្នោតនៅកម្ពុជា។

3. Why do Khmers Overseas need right to vote? Have their rights been distorted?

Rights to vote is guaranteed by the Cambodian constitution and Universal Declaration of Human Rights of the United Nations. Beside of the feeling of motherland attachment, the Khmers overseas have helped both soft skills and hard skills in building Cambodia nation. Each year, Khmers overseas have sent in remittance not less than 500 millions US dollar for the economic development. In contrasting of continuing spiritual, moral, and financial supports; rights of Khmers overseas have been deprived in each Cambodia election.

ក្នុងខណៈពេលដែលគណបក្សសង្រ្គោះជាតិនិងគណបក្សប្រជាជនកម្ពុជាកំពុងធ្វើការកែទម្រង់គណៈកម្មាធិការបោះឆ្នោតតាមរយៈការបង្កើតវាជាស្ថាប័ន  យើងសង្ឃឹមមុតមាំថាពួកគេអាចរួមបញ្ចូលខ្មែរនៅក្រៅប្រទេសបានបោះឆ្នោតនូវរាល់ការបោះឆ្នោតនៅកម្ពុជា។ មានម៉ូដែលនិងរូបមន្តផ្សេងគ្នាជាច្រើនដែលយើងអាចសិក្សាពីប្រទេសផ្សេងៗជុំវិញពិភពលោកដើម្បីសំរួលភាពងាយស្រួលតាមលក្ខណៈបច្ចេកទេសនិងផ្លូវច្បាប់សំរាប់ខ្មែរនៅក្រៅប្រទេសអាចបោះឆ្នោតបាន។

4. What are legal and technical aspects to include Khmers Overseas to vote in Cambodia elections?

While the Cambodia National Rescue Party (CNRP) and Cambodian People’s Party (CPP) are working to reform the National Election Committee (NEC) through institutionalizing it, we are expecting that they can include Cambodians overseas to vote in Cambodia elections. There are different models and methods that we can learn from different countries around the world to legally and technically allow Khmers overseas to vote. For countries around Cambodia or ASEAN, Thailand has operated both “direct representation voting” and “proportional representation voting” for House of Parliament, and this country has allowed its citizens living abroad to vote at least since 2000 using the method of “in person” and “postal voting”.

៥. តើមានប្រទេសជាច្រើននៅជុំវិញពិភពលោកបានសំរួលអោយប្រជាជនគេនៅក្រៅស្រុកបានបោះឆ្នោតមែនទេ?

5. Are there countries around world helping their people living oversea to vote?

Yes, there are many countries. According to IDEA, the 2007 publication illustrated 115 countries helped the people living oversea to vote. Regardless of North America, Europe and other continents, in Southeast Asian countries, Lao, Thailand, Indonesia, Burma and Philippine etc. have helped their overseas citizens to vote in each national election.

៦. ខ្ញុំបានរស់នៅក្រៅប្រទេសជាយូរមកហើយ តើខ្ញុំអាចបោះឆ្នោតនៅពេលមានការបោះឆ្នោតនៅកម្ពុជាបានឬទេ? តើវាមានន័យដូចម្តេចសំរាប់ខ្ញុំដែលកាន់សញ្ជាតិពីរ?

តើអ្នកបានចាកចេញពីប្រទេសកម្ពុជាយូរប៉ុណ្ណាហើយ? បើអ្នកបានកើតក្នុងប្រទេសខ្មែរតែមកតាំងទីលំនៅជាអចិន្ត្រៃយ៌នៅសហរដ្ឋអាមេរិក កាណាដា បារាំង ឬអូស្ត្រាលី ជាដើម ច្បាប់ខ្មែរយើងអនុញ្ញាតអោយអ្នកនៅតែជាខ្មែរ និងកាន់សញ្ជាតិផ្សេងទៀតបាន។ អូស្ត្រាលី សហរដ្ឋអាមេរិក កាណាដា និងបារាំងអនុញ្ញាតអោយអ្នកកាន់សញ្ជាតិពីរបាន។ ដូចដែលបានពោលមក អ្នកមានសញ្ជាតិពីរមានន័យថាអ្នកអាចកាន់សញ្ជាតិពីរតាមដែលអ្នកជ្រើសរើស។ ប្រទេសខ្លះអនុញ្ញាតអោយអ្នកកាន់សញ្ជាតិលើសពីពីរឡើងទៅ អ្នកអាចអានអត្ថបទនេះបន្ថែម។

6. I have been living outside Cambodia so long, could I vote for Cambodia elections? What is meant to me as a dual citizenship?

How long have you been far away from the country? If you were born in Cambodia but resettling livelihood in America, Canada, France or Australia etc. permanently, the Cambodia laws allow you to retain your Cambodian citizenship and other prevailable citizenship from other countries. Australia, America, Canada and France allow you to carry dual citizenship. As said, dual citizenship means you can bear two citizenship status that you prefer.  Some countries, the laws allow the people to carry multiple citizenship. ៧. តើកូនៗរបស់ខ្ញុំអាចបោះឆ្នោតបានឬទេ បើពួកគេបានកើតនៅក្រៅប្រទេសកម្ពុជា?

បាទ ពួកគេអាចបោះឆ្នោតបាន ពេលពួកគេអាយុ១៨ឆ្នាំឡើងទៅ។ ក្មេងៗដែលបានចាប់កំណើតពីឳពុកម្តាយជាខ្មែរអាចរក្សាសញ្ជាតិខ្មែរបាន។ ឬ ក្មេងៗដែលបានចាប់កំណើតជាមួយឳពុកឬម្តាយជាខ្មែរ ម្នាក់ណាក៏បាន ពួកគេក៏អាចរក្សាសិទ្ធិជាសញ្ជាតិខ្មែរបានដែរ។

7. Could my kids vote too while they were born outside Cambodia?

Yes, they could when they are 18 years old. Kids who were born to both Cambodian parents can retain Cambodian citizenship; or kids who were born to either father or mother who is born Cambodian, they could also have rights to retain Cambodian citizenship.

៨. យុទ្ធនាការនេះនឹងបម្រើប្រយោជន៍ដល់គណបក្សប្រជាធិបតេយ្យ[គណបក្សសង្គ្រោះជាតិ]ជាងគណបក្សប្រជាជន ឬ គណបក្សប្រជាជនជាងគណបក្សសង្គ្រោះជាតិ?

8. Will this campaign serve the interests of democratic party (CNRP) more than CPP or CPP more than CNRP?

The campaign has aimed to reclaim our rights to vote in Cambodia elections in which these rights are guaranteed by both Cambodia laws and international laws. When we can exercise our rights fully to vote, both parties receive great benefit from this. During UNs-sponsored election in 1993, Cambodians overseas were granted full rights to vote with that election. Unfortunately, since the second election in 1998, the rights to vote of Cambodians overseas were fully neglected.

៩. តើប្រជាពលរដ្ឋខ្មែរកម្ពុជាក្រោមគួរត្រូវបានគេផ្តល់សិទ្ធិបោះឆ្នោតនៅរាល់ការបោះឆ្នោតនៅកម្ពុជាឬទេ?

ប្រជាពលរដ្ឋខ្មែរកម្ពុជាក្រោមព្រមទាំងជនជាតិខ្មែរដែលកំពុងរស់នៅប្រទេសថៃភាគខាងកើតត្រូវបានទទួលស្គាល់ជាសញ្ជាតិខ្មែរដោយរដ្ឋធម្មនុញ្ញកម្ពុជាបច្ចុប្បន្ន ប្រសិនបើពួកគេមកតាំងទីលំនៅក្នុងទឹកដីកម្ពុជា។ ដូច្នេះពួកគេអាចបោះឆ្នោតបានទោះបីពួកគេជាជនជាតិដើមនៅលើទឹកដីទាំងនោះ។

9. Could Khmer Kampuchea Krom be allowed to vote in Cambodia Elections?

Khmer Kampuchea Krom people including Khmer descendants in Eastern Thailand have been recognized as Cambodian citizen by the current Cambodia constitution if they came to settle in Cambodia land. So they can vote even-though they are indigenous people of those locations.

១០. តើដឺស៊ីរ៉ក់មានតារាងសកម្មភាពអ្វីខ្លះ? តើខ្ញុំអាចចូលរួមចំណែកយុទ្ធនាការនេះជាមួយដឺស៊ីរ៉ក់យ៉ាងណាខ្លះ?

ចាប់តាំងពីការបដិសន្ធិរបស់ដឺស៊ីរ៉ក់ក្នុងខែមេសា ឆ្នាំ២០១៤មក ក្នុងឆ្នាំតែមួយយើងទទួលបានជាង៤០០០ហត្ថលេខាពីយុទ្ធនាការទទួលញត្តិជុំវិញពិភពលោកដើម្បីទាមទារសិទ្ធិបោះឆ្នោតនូវរាល់ការបោះឆ្នោតនៅកម្ពុជា។ យើងបានតភ្ជាប់ជាមួយអង្គការក្រៅរដ្ឋាភិបាលជាច្រើនដែលកំពុងធ្វើការទាក់ទងនឹងការបោះឆ្នោតដោយសេរីនិងយុត្តិធម៌នៅកម្ពុជា, ជាមួយគ.ជ.ប របស់កម្ពុជា, ជាមួយគណបក្សនយោបាយធំៗទាំងពីរ, ជាមួយការិយាល័យតំណាងជាន់ខ្ពស់របស់អង្គការសហប្រជាជាតិទទួលបន្ទុកសិទ្ធិមនុស្សឬអូអេហ្វស៊ីអេហ្វអាក្នុងទីក្រុងភ្នំពេញ និងនៅទីក្រុងញូយ៉ក។ បន្តបន្ទាប់នេះគឺជាគំរោងអាទិភាពសំរាប់អនាគតរបស់យើង៖

លើកទឹកចិត្តដល់តំណាងរាស្រ្តក្នុងសភារបស់កម្ពុជា ជាពិសេសថ្នាក់ដឹកនាំសំលេងភាគតិចរបស់គណបក្សសង្គ្រោះជាតិដើម្បីធ្វើសំណើរច្បាប់និងការធ្វើវិសោធនកម្មច្បាប់បោះឆ្នោតដោយនិយាយអោយបានច្បាស់ថាប្រជាពលរដ្ឋខ្មែរនៅក្រៅប្រទេសអាចប្រើប្រាស់សិទ្ធិបោះឆ្នោតរបស់ពួកគេនូវរាល់ការបោះឆ្នោតនៅកម្ពុជា ជាពិសេសមុននឹងមានការចុះឈ្មោះអ្នកបោះឆ្នោតសំរាប់ការបោះឆ្នោតថ្នាក់ជាតិឆ្នាំ២០១៨កំពុងឈានមកដល់។

10. What are the action plans of the CEROC? And how could I take part this campaign with the CEROC?

Since the birth of the CEROC in April of 2014, just in that year we received over 4,000 signatures for our worldwide petition campaign to demand the rights to vote in Cambodia elections. We have connected with NGOs which have been working for free and fair election in Cambodia, with NEC of Cambodia, with two major political parties, Office of the United Nations High Commissioner for Human Rights (OHCHR) in Phnom Penh, and New York city. Following are our future milestone plans:

Providing education to all Cambodians overseas through well-informed news dissemination such as social media, radios, video clips, emails, newsletters, mailchimp, letter to editors, and publications etc.

Encouraging Cambodia’s parliamentary law-makers especially from CNRP’s minority leadership to propose and amend the election law to clearly state that Cambodians overseas are able to exercise their rights to vote in Cambodia elections particularly prior to voters registration for upcoming national election of 2018.
