While the two main political parties in Cambodia has collectively worked to achieve the in-dept reform of National Election Committee aka NEC, we are the Buddhist monks, laymen and laywomen desire to demand the full rights to vote in Cambodia elections to destine the future of this nation together. In reality, we are likely retaining legal rights to vote warrantied by the Constitution and Universal Declaration of Human Rights, it just depends on the NEC especially the new independent NEC prospective creation, must ensure to having mechanism for us to register for vote and to vote. Comment: Of course, the proposal of CNRP is realistic. According to 1993 Election sponsored and monitored by UNTAC, there were 120 seats. In 1998 Election, it was increased to 122 seats. Thus, this mandate 2013-2018, the seats are 123. This increase is not in line with demographic change and the increasing demands of the constituents. Since 1993, Cambodia has organized 3 elections. The proportional increases are not even at all.
While 1998 election increased 2 seats, the 2013 election increased only 1 seat. We need to know how the NEC has used their calculating method about this odd increase? The seats increase must be clearly mandated by the Constitution or Election Laws. In order to effectively serve the Cambodian people at the present waking-up call for increasing growth of population and their demands, the allocation of seats should be increased at least 4 more; or the new province such as Thbong Khmum, should be at least allocated two seats there. Or one representative should not be shouldered of up to 12,000 population at all.
More than this, the demographic shift of Khmers overseas including those temporary workers and permanent residents who must be easily facilitated by the New NEC for their accessibility to be registered for voting and to be able to vote during each election; the pragmatic increase of seats in the Cambodia parliament is vehemently substantial.
The members of The CEROC or Commission for Election Rights of Overseas Cambodians in the city of Calgary, Alberta, Canada, have participated with a worldwide “CAMPAIGN” to “SAY NO TO IMPUNITY IN CAMBODIA” before the arriving day of Human Rights Day in this December 10, 2014. According to this agreement, the flexibility of the NEC’s Nine Committee Members is realistic. Many countries such as USA, Australia, France and Canada etc. allow its citizens to withdraw their citizenship by submitting application to the Immigration Ministry. Withdrawing and re-applying is feasible. It only takes time to go through with all the legal procedures. Suspension her France and Canadian citizenship is feasible for Dr. Pung Chev Kek in order to oblige her prestigious role as the Ninth Member of the NEC.
However, The CEROC is concerning the unalienable rights and accessibility to be able to vote in Cambodia elections. While the Nine Committee Members of NEC can vote to select the Secretary and Vice Secretary, they must be able to support all Khmer Overseas to vote as well in accordance to the spirit of Cambodia Constitution and Universal Rights Declaration of the United Nations.
However, the amendment of the National Constitution to paving way for Independent and Effective NEC must include some clause to clearly articulate that “All Khmer people regardless of where they are living, they must be able to vote in Cambodia elections”.

Why Bin Chhin has fought against the dual citizenship Cambodians? Cambodian constitution allows Cambodian people the freedom to hold multinationalities. Many elites, dignitaries and politicians from both parties are holding at least two nationalities. King Norodom Sihamuni is possibly holding multi-nationalities: Cambodian by birth, Czechoslovakian and France by naturalization. Dr. Pung Chiv Kek is known for her Cambodian by birth, Canadian and France by naturalization. Many politicians and ministers from CPP are holding multi-nationalities as well. Many politicians and ministers from CNRP are holding multi-nationalities as well. Many Cambodian millionaires, investors and citizens are holding multi-nationalities. Cambodians who are living overseas are launching campaign called The CEROC to acquire for the Rights for Voting in Cambodia elections because those have never given up their Cambodian citizenship. Their love and spirit for Cambodia is to help develop in all fields of this country. There are also many foreign-born citizens who have become Cambodian citizens. Those are likely many Vietnamese citizens who have been naturalized into Cambodians (sic). Alex Gonsales has dedicated his nearly 10 years in Cambodia to help protect the Araeng natural site. Angelina Jolie is known for her Cambodian citizenship as in special case. How about Dr. Beat Richner who has dedicated his money and life for the children health of Cambodia? The people who are holding multi-nationalities have helped develop Cambodia gigantically. The National Election Committee must be participated by all streams of Cambodian citizenship. Bin Chhin and the CPP must adopt broader policy for the benefit of Cambodia. The reasons explained by Bin Chhin not to allow dual citizens to hold position in NEC are not yet rational, and it has shown only dwarf policy and cheap mentality, or it has shown only “threatening or intimidating approach” is not working well with dual citizens, but it has worked well with single citizens.
